郭長揚（1934-2011），民族音樂學者。出生於臺中。自幼學習鋼琴與小提琴，成長過程中深刻體悟語言的重要，於臺南一中畢業後，考進國立臺灣大學外國語文學系，爾後擔任英文教員4年。1963年，進入中國文化學院藝術研究所音樂組，1968年獲得美國東西文化中心獎學金留學，參加美國兩區音樂教育會議，並在會中講解示範中國樂器，使美國人對於國樂有進一步的認識，1970年獲夏威夷大學音樂碩士。1986年起，執教於臺灣省立臺北師範專科學校（今國立臺北教育大學）音樂科系，1990年接任系主任。多次代表臺灣參加國際民族音樂學年會，致力於東西音樂文化之交流，以提高國樂在世界音樂中之地位為職志。亦經常帶領合唱團出國進行國際交流，為臺灣經營通往國際的航程，與世界接軌盡心盡力。

KUO Chang-Yang was born in Taichung in 1934. He was not only a music aesthetician, but also an internationally renowned ethnomusicologist. He had represented Taiwan on a number of occasions at international ethnomusicology conferences, and led many music groups from Taiwan in going abroad to participate in international conferences. Guo had done a lot to promote the music and cultures of Taiwan internationally. His name is included in dictionary of famous musicians in the world that was published in London. Guo’s compositions are refined and elegant, and filled with the beauty of the East. He organized the curriculum for the music education program at Taipei Municipal University of Education. He died in 2011.
