黃新財（1959），臺灣低音提琴演奏家、指揮與作曲家，出生於新北市三重。畢業於國立藝專國樂科，師承計大偉教授，1982年考取教育部公費留學，1985年以低音提琴演奏首獎畢業於法國國立巴黎高等音樂院，師事 Jean-Marc Rollez。返國後歷任國家交響樂團、臺北愛樂管弦樂團低音提琴首席，2000至2007年兼任實驗國樂團（現臺灣國樂團）藝術副團長。長期投入國樂創作與推廣，作品涵蓋合奏、協奏、室內樂、交響詩及舞臺劇音樂等，風格融合民謠素材與現代語彙，具有鮮明的民族色彩與時代感。現為國立臺灣藝術大學兼任副教授、中華民國國樂學會理事長、桃園市國樂團顧問、財團法人高雄市愛樂文化藝術基金會董事。

HUANG Shin-Tsai (b. 1959) is a Taiwanese double bassist, conductor, and composer. Graduated from the National Taiwan Academy of Arts (majoring in Chinese music) and studied with Chi Tai-Wei. In 1985, he earned the Premier Prix in double bass performance from the Conservatoire National Supérieur de Musique et de Danse de Paris under Jean-Marc Rollez. After returning to Taiwan, he served as principal bassist of the National Symphony Orchestra and Taipei Philharmonic Orchestra, and as Associate Artistic Director of the Experimental Chinese Orchestra (now the Taiwan National Chinese Orchestra). His works integrate Taiwanese folk idioms with contemporary techniques, spanning orchestral, chamber, and choral genres. He currently teaches at NTUA and serves as Chair of the Chinese Music Society of the Republic of China, Advisor to the Taoyuan Chinese Orchestra, and Board Member of the Kaohsiung Philharmonic Cultural & Arts Foundation.
