彭聖錦(1943生),音樂教育家。出生於新竹。國中畢業後進入臺灣省立新竹師範學校(為國立新竹教育大學前身),1962年畢業後於小學任教。1965年進入中國文化學院(今中國文化大學)音樂學系主修鋼琴,1974年考取公費,赴美國夏威夷大學暨東西文化中心研究。返國任教於中國文化學院音樂學系,對音樂教育貢獻良多。期間推動各項促進教師教學與學生學習成長計畫,同時,亦使文化大學在世界大學網路排名向前提昇,對該校的形象建立功不可沒。為輔助個人音樂教學,有極豐富的個人音樂收藏。學術上,曾發表三本專書,及九十餘篇期刊文章,並曾歷任行政院文化建設委員會、國家教育院、高中音樂教科書審查委員會之(主任)委員,以及各種音樂賽事的評審與評鑑委員。
PEN Sheng Ching was born in Hsinchu in 1943. He entered Taiwan Provincial Hsinchu Teachers College (National Hsinchu University of Education) right after graduating from junior high school. Later, in 1965, he studied in the music department of Chinese Culture University and, in 1971, in the graduate program of the same school. He received a fellowship sponsored by the Ministry of Education in 1974 and pursued further study and research in the East-West Center at the University of Hawaii at Manoa. After returning to Taiwan, PENG began to teach in the music department of Chinese Culture University. He has made many contributions to music education in Taiwan. To facilitate teaching, he created a large personal collection of scores and books. He published three books and more than ninety journal articles. He also served on the committee board of the Ministry of Culture and the National Academy of Educational Research, as the head of the committee for high school textbook review, and as a judge for many music competitions.
