曾瀚霈 (1949)，音樂學家。出生於臺北市。初中畢業，考取臺灣省立臺北師範專科學校（今國立臺北教育大學）五專部。然入學後不久，師專的課程及內容讓他感到失望，唯獨音樂能激發他高度的興趣，遂決定將學習的重心放在音樂上，努力自行充實音樂知識。曾師事康謳、周靜孜等。1969年畢業後被分派到臺北市木柵國民小學，擔任音樂課科任老師。1979年毅然辭去教職，前往維也納深造。1987年獲國立維也納大學音樂學博士學位，為戰後臺灣第一代音樂領域留奧學者之一，回國後任教於國立中央大學直至2014年退休，為國立中央大學在臺復校唯一音樂學專任教授。曾瀚霈深受德奧治學嚴謹之學術影響，在音樂學領域的研究主要為西方音樂，有獨到之見解，為音樂學學術研究耕耘者與音樂教育播種者。

TSENG Hannpey (b. 1949) is a distinguished musicologist born in Taipei. When he realized only music could spark his passion, he decided to devote his life to music theory and practice. After finishing junior high school, he enrolled in the five-year program at the Taiwan Provincial Taipei Junior Normal College and graduated in 1969. Tseng taught music at Muzha and another Elementary School in Taipei for ten years before deciding to resign from his teaching position to pursue further studies in Vienna. In 1987, he earned his PhD in Musicology from the University of Vienna, becoming one of the first post-war Taiwanese scholars in this field to have studied in Austria. Tseng returned to Taiwan after obtaining his doctorate and served as a full-time professor at National Central University (NCU) from 1987 to 2014. At the time, he was the only full-time professor of musicology at NCU following its re-establishment in Taiwan.He was greatly influenced by the academics of Austria and Germany, As a result, Tseng’s research primarily focuses on Western music. He is greatly known for this unique insight. Throughout his career, he has been a dedicated "sower and cultivator" of musicological education in Taiwan.
